The Department of Municipal and Community Affairs (MACA) within the Government of the Northwest Territories (GNWT) has developed an online Basic Emergency Management Course which includes this reference manual.
The manual can be read as a stand-alone reference. However, it is best supplemented with the online resources that complement the course.
This course is intended as a learning tool to assist communities by providing a basic understanding of emergency management concepts including principles and terminology.
It will also form the basis for all emergency management training. It is not intended to provide specific response procedures for various emergency scenarios.
This course is intended to directly benefit the following individuals:
- Community government staff and council members;
- Community volunteers interested in emergency management;
- Other community representatives likely to be involved in an emergency response (Community Health Centre staff, RCMP, etc.).

The core material is equivalent to 6 hours of learning. Note that this is an estimate as individual learning may vary.
The examination takes approximately 0.5 hours.
